It's a skull and Crossbones given to companies by otc markets when they think something fishy is going on. Happened to HCEI I guess late last year... Attorney is working to get it removed.

The CE was put on after the September run to .005. We can only speculate as to the reason, but it's likely due to either the FB post detailing information relating to this ticker that wasn't made public in any other manner, the pump group that came in and ran this and then crashed the stock in the same day, or a combination of the two.
