I have never believed from day 1 that anyone retail can sell short on otc, in any sort of equitable manner, if they are even able to do it- For example IB has shortable shares on certain stocks available, and as you stated, it is like $2.50 per share fee. and that "borrowing" is backed by your cash account and not marginable

I figure MMs can probably sell naked or short if they have stock on hand or are borrowing from the TA- but i have no idea how much of that is true or not.
