Seems to me, that experience and (12years) of drilling has allowed 4 plenty of time to "procure" a quality plan going forward?!.
I believe there will be strategy deployed by Zion management regarding the transition period going into Production "Phase"!

At anytime, Zion could announce they have a Commercial discovery. As Mr. Brown said in his interview, they discovered oil and "Verified it with the Israeli authorities".

Zion already knows as does Israel. They have press releases lined up ready to go.

FOR example: (Speculative)

Zion announces commercial oil discovery. Zion has applied for and received a 30 year production lease for the Megiddo-Jezreel license. Zion can not comment at this time as to the final size, only to say they give thanks for the energy independence of Israel. The final size of the discovery will be released with final test results.

Any short at this time risks being caught in a big bear trap.
