Yes, in my opinion. Market cap is a simple equation and research companies always have losses and dilutions etc. The point is how to value the research and the whole market potential and opportunity.

I think GOVX is financing their own trials...

That may explain the latest filings and stock offerings...

When/IF they do announce the beginning of human trials, this stock should uptick to the .30s+ imho!
