This is not a run up. This is someone buying a bit when no one is really selling. A real run up is on volume where someone wants a ton of shares quickly. And they are not always a harbinger of news. In fact most often they are not. Same goes with selling.
When we get news on P or B, if it's good, we should see solid buying. News gets more and more likely of course as time passes.
