What you say is well meaning but it doesn't work that way. UNESCO and NOAA don't make deals with treasure hunting companies, especially those with a lot of words and no production of anything. If one is serious, they should read the UNESCO Underwater Cultural Heritage Treaty, then no more needs to be said.

If you read their uphill battle against the State of Florida permit guy, I believe all their relationships are what helped them win that battle and get the guy fired. It is unbelievable what the State has done to them.
