What exactly does that mean?

His options go active at .03/shr 19 days from now? What if the pps is still sub penny? Do his options NOT go active?

Does it mean the company sells enough shares to cover each option at .03?
(currently they would have to sell 4 shares to cover 1 option)?

Can any gurus explain what that means?
