Mining sites dont use any paved roads. I have seen images of coal, diamond, and several other type of mining roads that dont use pavement. Its too expensive. All they can do is bulldose the trees and ground. And then have another vehicle to flatten the ground to make a flat surface. Seen it done in Iraq.
