I think they are trying to lay claim to sunken treasure identified by sonar or satellite or other means but currently unable to access either b/c of cost/reward or current technology by placing a blockchain identifier on it...then when it does get recovered one day the salvager will have to pay off those connected to the blockchain. Somewhat like the Kodak link to photos, only problem is the pics are tied to the internet & easily traced not sure about items in the cosmos.
