The problem with your argument is that the Governments (both Democrat AND Republican) are in the Hedgies Pockets...they know what the Govt. is going to do...

So, the PPS is crashing because: Either the Hedgies are rotating out of Commons into Preferreds OR they are deliberately driving down the PPS and Accumulating furiously at much lower PPS...
