Exchange-listed stocks are handled differently. What happens to them is largely up to the exchange on which they're listed. I've only seen the SEC suspend one once, and it was about to be delisted; that in fact happened a day or two later.

The exchanges can suspend trading in "their" stocks. And when they do, as far as I know they can keep the suspension in place for as long as they want. The SEC can't do that.
