Air Carrier and Air Agency Certification

So, take a swag at this . . .

What does our intuition say about the level of effort to certify a carrier compared to a passenger liner like a Boeing 7xx.

The aircraft cert for the C-130J was in the millions. It takes hundreds of hours of testing and flying.

I realize the size of the the carrier has an impact. And looking back on it, there are some small carriers so I think I'm answering my own question.
