It will take give or take 20 days to get those new shares into the brokers hands. It's my opinion that any current holder won't be able to sell on Monday. Only the company will have shares to sell. Please feel ok to correct. I've lived this before. Now, I agree this could be a good time to think about taking a position. But I will watch price action for a few days. I'm curious how many shares TOPS will sell ahead of stock holders have shares to market.

The new CUSIP number for the Company's common stock will be Y8897Y800.

That 17mil shares...is that the float? And if so...is that before or after the RS?
