I think it's actually KVLA TV, a Vietnamese broadcast TV station in Huntington Beach, CA.

Maybe they're just not broadcasting now.

This seems to be a streaming/video search engine for Vietnamese language streaming/videos. The link is to the KVLA page and toward the bottom are a few promotional paragraphs about the station.
