The "line" is crossed when a trained and knowledgeable professional like LBSR's CEO uses bogus information (and he KNOWS it's bogus) to promote his company.
By doing so, he scares off an entire class of investors....folks who know mining, who know exploration, and who know that a porphyry copper deposit in Arizona does not need to be promoted with BS like REE and cobalt.
Does the public have any responsibility? Sure, they should educate themselves as much as possible, and consider the long list of hokey promotions this company has engaged in - 10 ready to mine properties, oil wells, levelers, vertical bore, noseeum mines, and on and on and on. It really is hard to keep track of all the hokum that has been tried here over the years.....
