I honestly don't know. Here is the link for anyone wanting to take a shot at what this all means.

Baxter Pharma is mentioned along with several other pharma companies. These companies are based in India. I don't know if this is some kind of test for the software they're using for the new website or what.

The site just changed to a more graphical presentation of the same links!!! Now in color. WHAT'S UP FOLKS!!!

EDIT. Site just changed back to the grey and white shade. They seem to be working on this site as I type!!!!!

EDIT. Changed back to color again. I think they are working on the site and the links have nothing to do with OWCP. Just a guess though.
