No where in the NR stated that the money could be used other than drilling. If after that NR was posted and drew people in to do PP and than was told it could be used for other things than the NR was a lie and used as a bait and switch. Now I think JB was hoping that enough money would be raised to cover drilling and claims, however it was not stated in that NR.
