...not on Nasdaq. And it will be “open” tomorrow on the OTC...but most retail will be unable to trade until new shares are issued by the TA to the brokers.

No. JBZY is not even an SEC registrant. Evidently they're trying to catch up with old missing financial reports, but since they filed a Form 15 to deregister in 2014, they shouldn't be making Edgar filings at all.

Not without filing a registration statement.
