I live about 80 miles from Los Angeles in a foothills community. It's sorta like Mayberry. We get snow now and then but it's mostly a memory as I've seen the winters get warmer during the 25 years I've lived here.

At a minimum code requires R-13 in walls and R-30 in the overhead. I would think your requirements are more stringent.
