I don't think it necessarily means the company will stop filing SEC Filings at all, but they add enough disclosure to be current, which again, in my opinion, some disclosure is better than none.

That is exactly what it means. They filed a Form 15 to terminate registration. It will become effective in 90 days. Technically, they're still obliged to file any required periodic reports due during that time. Those would be the 10-K for fiscal 2017 and the 10-Q for Q1 2018. In reality, all but the most correct companies--those deregistering without having been delinquent--don't bother with that.

And once you do terminate registration, you're supposed to give up your Edgar passcodes, and not file anything with the SEC again, unless it's a new initial registration statement.
