[Sec. 232 for] "national security" is an all or none proposition.

Not sure anyone knows how this will shake out. The WH statement says the goal of the steel tariff is get US steelmaking plants to 80% utilization (up from 72% curreently). This doesn't on its face seem inconsistent with the national security claim.
