The can disclose all they want via OTC markets. The "stop sign" is a made up symbol by OTC Markets, a "for profit" company that provides a disclosure service to stinkie pinkies.
It amazes me that some seem to think that being "current information" quickly as an alternative reporter is more important than remaining an SEC filer.
All they are doing is essentially saying..."it will be easier for us to pump this thing...because there is nothing real behind it and being an SEC reporter makes it difficult for us to hide that".
