"Restructured" will happen before "out of government control."

Conservatorship won't end until the companies are recapitalized, which will take some time.

Hopefully within 2 years with selling warrants, issuing new preferred shares and retaining some earnings.

Mnuchin is just clarifying... and, in my opinion, "restructure" doesn't have risk of receivership; "out of government control" does.
