Parceling it makes sense to me.
What with paying 175 million just for the land, they appear to have resources for building if they want. Who knows? Maybe an airport. But as I recall the zone is not for residences so they will have to get it changed if they want to build a city.
Even if they do build an airport, I think there will be a market for Comstocks commercial property in Silver City.
