Does OWCP have to report money useage even though they aren't using it... yet? So a large pharma engages in a contract with OWCP to provide financing for a particular trial, which may start Q1 of 2019. Does OWCP have to list this on the upcoming 10-K, or when they actually use the funding (which would be listed on 10-K for 2019)? Thanks, Sandy
