All I can add is that I did see it when someone posted the link then checked several days later it was gone.
It could be part of a future announcement and their web designer was getting it ready to run live but it appeared by accident.
I had the same issue late last year as I was using a web designer for an equipment website. We had two sites one was the development site and one was the live site available for customers.
We would use the development site to trial the feature additions which we used to test before releasing it to the main site.
We had an instance where a component went live by accident and when we started to receive calls from customers what was the new feature which we did not realize the developer by accident during an update did not lock out the addition from going live
I am not saying that is the case here as I don't know however it may be possible
