Any govt contracts and they blow through $1 in my opinion. With all the build up of personnell in both Stealth and Active Duty in the last couple of months and also build up in the Directors/Officers and key Exec positions, contracts must be anticipated. This team is working working wrking.. You can't read into this any other way :)
