PPHM/CDMO signed a nondisclosure agreement with some BP such that they would not become a supplier until they could prove they were able to produce the BP's drug under FDA guidelines.

PPHM/CDMO has had unnamed customers on SEC filings for a long time.
They PR'd they were doing test runs to try and meet FDA approval.
Until they receive FDA approval there is no sales to PR.
Once that happens, BP & CDMO would then PR a joint contract to produce that drug and terms to amount of expected sales this would bring to CDMO.

Simple. Happens all the time.

If it would happen for CDMO, then the PPS would go up.
