Schwab and Etrade do not have those restrictions. I am not sure on TD. I think TD bought Scottrade right? I believe TD, Schwab and Etrade all allow you to trade CTs. Fidelity does not.

Also TD and Fidelity closed accounts of CT holders before. A few here had issues with fidelity in the past.
