There's an old saying, "Justice be done though the world be destroyed." As an investor, I prefer that the world of LBSR not be destroyed. And ... it's always been clear to me that JB planned to drill, and that drilling depends on owning the claims. So, he did what he could with the money in hand and at least held the claims. Putting the business "on hold" would have still resulted in loss of the claims so that was not a viable option.
