The $21.4 million is supposed to be a finder's fee from DarkPulse (but now we all know that O'Leary is a Tour Guide) - but the contract is supposed to be with a Iron Ore Mining company and oddly they are supposed to have a NDA which is absurd.

Any mining company in the world that is spending $107 million to upgrade for mining safety would want the world to know.

A finder's fee of 20% of the contract is ridiculous - there wouldn't be any meat left on the bone. How is a company supposed to pay a $21.4 million finder's fee upfront - this is more pinkyland fantasy nonsense.

DarkPulse doesn't have any contracts - it is all pumping BS.
