Simply, he was a plant made by the Obama administration at FHFA to keep the GSE profits flowing to the Treasury so that the Obamacare subsidies would get paid and protect the only thing Obama could cling to as far as a legacy. Remember, Congress would not appropriate funds for that fiasco but miraculously, they found the funds needed........... off the backs of F&F shareholders and yes, it was a "taking" by any attempted distortion of the definition.
