I agree that if they can continue to do nothing until f&f rebuild their $3B buffer then it's mostly over. All that is left is for treasury or FHFA to slowly increase that buffer and when they have enough to be considered recapped - then release. Done.

Fortunately the two sides haven't been able to come together to finally wind down the GSE's. The fact the Rep's and Dem's couldn't come to agreement might be the thing that ultimately saves them.
