Hmm so it looks like Yuba is a goner. C3 will be the north 'hub' and Costa Mesa the southern hub for now.

As big as CA is I would expect that EVIO would need atleast a third hub site and a good handful of 'spokes' ... Or is mobile sample collection feasible?
