If Adage is covering the shorts by selling shares who is holding 8 million shorts?

It looks like their filing on 10/12/17 put them just below 10%. 42 mill outstanding shares give or take. Since then they dropped another 100k.

It’s been debated that the need to disclose in 3 days if they’re over 5% ownership of a buy/sell but it looks like 10% is the threshold.

But why go under 10 percent? Need some astute investor opinions on this?

Adage has approximate 9.8% (4M in shares) keeping them from having to report share trading due to the fact that they are under 10%.
If voting in 30M more shares, does this effect there %, and would there be any beneficial advantage in regards to Adage. The stock increase which would now be close to 72M shares thus lowering their stock percentage under 5%.Thanks in advance.
