I think they have to settle the lawsuits before they can exercise the warrants and release the GSE's without risk.

If they settle the current lawsuits then exercise the warrants they will just be creating new lawsuits. I think exercising the warrants is a risky move for the government. If it keeps the PPS to low there will be more lawsuits.
