Yes you can buy and sell. But because we are not in an official market the buys must match the sells.

Example:

Someone is selling 1,500,000 shares at 0003. Someone else is buying 1,000,000 at 0003. Nothing happens until the volume and price are the same. Which is very hard since everyone is in the dark...
