Maybe cable not being considered for government offices in the "city" in New Jersey in which Viva is negotiating.

When has "the owner of any dwelling" been relevant. We're talking public land to get to the dwelling.

Fact is - cables do not magically connected to every building. They will need permission from any town to either rip up the ground or utilize the telephone poles in order to reach the building.

This is not an automatic right, and has nothing to do with the owner of any dwelling.

And underline the word service... they are being effectively offered "cable television service" it was just written at a time when people couldn't imagine you could do it without the cables. But again irrelevant for the reasons of the paragraphs above.
