yes that is pretty much it. which is why i was so amused at some calling the "bump" a "pump". not enough $ in it to sell at .0007, the highest number you could sell large blocks to large buyers.
when we get solidly above .001, then we can maybe talk about selling based on fundamentals as we have hit par value, and are looking for new catalyst + value target.
