They didn't forget to file. They don't need to file. Wanna know why? They're selling from their offshore account in PANAMA. I disclosed this a while back. They can't track them down unless the people that know about this tells the SEC.
This is why Prosser wanted nothing to do with Julios, and because Paul was already in bed with the slots, about $380k worth, Paul had to choose....Prosser or Kosta. He chose Panama & Kosta. Paul already had lost a ton of money with SFMI and he didn't want to lose more ($380k) with GHDC/slots/Kosta.
