why does this "rock solid" business (with no debt and awesome cash flow) pay 25% interest [on scam stock loans] and have no bank relationships

The funniest thing is how they tell this to investors:
"we had many months of negotiations with syndicate of five banks".

Meaning: we have no bank relationships.

"We are having a mega boiler project"

Meaning: we couldn't pay the electric bill
