It seems to me like it might’ve been a failed pump and dump IMO. The timing sure was strange from Elwood’s Twitter to Tubig’s Twitter. And the pre-mature free PRs already saying that they were merging with Tubig, before Tubig even said anything about ECCI! Better luck next time I guess, lol.
