As an insider Amgen would have to disclose within 3 days if they bought any shares on the open market. They wouldn't be able to buy many shares before they publicly disclosed it, then the stock will rip upward if entities saw Amgen buying in the open market. By buying shares directly from the company, the price is locked in before its publicaly announced so they're able to buy cheaper.
