If you invest 100 times in a random Chinese smallcap, you will probably lose 99 times. So to be 100x undervalued has some logic to it.

But they have the cash... $300M. The Gansu provincial government has a responsibility. As does the Board and Yong Li, the Chairman. So why not pay a cash dividend then? I don't get it. The reason why we are in this mess is because NONE of these companies do the right thing. So here is an opportunity, for Yasheng, to make a difference.
