There is no way to spin this, it is straight up dilution using toxic notes. It is Hanks only plan.

The S-1 was filed on 06/26/2017 and on February 2, 2018 it was amended for the 5th time. That is 7 months and 7 days and the S-1 still hasn't been declared effective.

The S-1 has to pass comments from the SEC - but Hanks keeps amending the S-1 and the SEC hasn't uploaded any comments for MMEX to respond to - Hanks is amending the S-1 to keep the carrot dangling in front of investors.
