Maybe Corker has secretly changed sides and is not long Fannie/Freddie. If so, he puts up a bill that makes it look like he wants to wipe out the GSEs and knowing it will be shot down. Once the bill is re-written the GSEs shares are allowed to survive and Corker makes a bunch of money all without suspicion he knew the shares would survive. Yeah, stretching the conspiracy theory there but what if?
