Its usually a lien put on patents registration as collateral for debt on the patents, only in case of a default/BK. Until the legal paperwork is completed and acknowledged by Pateng issuing authority, Co can not explicitly state that publicly, However with debt extinguished, it is deemed in the press release. In any case one can not have any security interest in a patent per say IMO. So the PR is accurate and are awaiting lien removal...probably in 3 to 5 business days.

I would expect a company letter to shareholders in the near future providing an outlook to 2018. I check the USPTO website as well as the Clinicaltrials.gov website daily to watch for changes. Rest assured that big things are happening here behind the scenes. Not exactly sure what it is, and don't want to speculate, updating the clinical trials website in January was huge...getting the positive review from the Independent Safety Monitoring Committee also huge...clearing the IOU's also huge...getting full control of their 15 patents being held ransome by Hudson Bay...YUGE!
This opens up the door to many possibilities. The newest offering of up to 250 million shares just shows they are ready to take the next step to make this company great again! It does take dollars to fund these trials, so it is a necessary evil....
But what I point out is that the company is free and clear for any offers that come their way! Whether that be partnership or outright buyout remains to be seen. We already know this is approved all over Europe, and I'm sure will be in other continents too in the near future. With so many positive treatments already, reimbursement is going to be growing in the future too. Look for positive quarter over quarter outlooks, and greater interest in bigger Pharma/Medical entities.
What would J&J or similar pay for a proven cancer treatment???
