This expression is used to place blame for a long-awaited event to not yet take place.

(for example)

Placing blame on the person Churak waiting for IH Admin [Matt] to
"MOVE the freaking PRIVATE REPLY ICON to the right of NEXT"
by saying that if Churak weren't watching for said something,
said something would surely have already happened, unbeknowned to Churak.

The pot does NOT eventually boil, it is the water in the pot that will boil.
It would take a too high temperature to turn a metal pot to liquid, let alone a gas.
