I honestly do not know enough about Twitter or Indian politics to know the difference of a what type of account he has. Someone is making the memes and he is not the only one tweeting them.
Also of note it that CCTC has a Facebook group. Pretty inactive, but it has added a number of members in the ASEAN region since November or so. Probably nothing but it does show interest.
