Sometimes good news is disappointing.

Not that power is being restored because that's always good news.

But after the essentially total destruction of their power grid, this was the perfect opportunity to move that entire power grid underground. It's a no-brainer, the technology is mature, it's ultimately cheaper, highly reliable, and it's already been done over the last few decades in many areas within the U.S. that commonly have weather problems.
